In my opinion bullying starts when a young kid is abused or mistreated when he/she was young so when they grow up they do it to other people out of aggression. I think it is still around because teachers and adults can fight it as much as they want but they can never fully watch everything at once so it always happens when they don't know where or who the bullies are. I think the only difference between female and male bullies is men are more physical just hurt every guy with his fists. Women are more towards the emotions they make them feel bad( and males too) by making the other person feel like crap.
